Rules, Themes and Motions

RULES OF DEBATE
The following more or less standard rules will apply to rounds at tournaments sanctioned by the Vermont Debate and Forensics League.

ORDER OF SPEECHES:

First affirmative constructive speech 8 minutes

Cross-examination of first affirmative by either negative speaker 3 minutes

First negative constructive speech 8 minutes

Cross-examination of first negative by either affirmative speaker 3 minutes

Second affirmative constructive speech 8 minutes

Cross-examination of second affirmative by other negative speaker 3 minutes

Second negative constructive speech 8 minutes

Cross-examination of second negative by the other affirmative speaker 3 minutes

First negative rebuttal 4 minutes (novice) or 5 minutes (varsity)

First affirmative rebuttal 4 minutes (novice) or 5 minutes (varsity)

Second negative rebuttal 4 minutes (novice) or 5 minutes (varsity)

Second affirmative rebuttal 4 minutes (novice) or 5 minutes (varsity)

Preparation time during the rounds shall be 8 minutes total for each team to be used in portions as needed before a team's next speech, but not before a cross examination.

CROSS EXAMINATION RESPONSIBILITIES

Each debater is responsible for two cross-examinations - one cross-examination as the questioner and one cross-examination as the respondent. When a team has one debater serving as the questioner for more than one cross examination period or serving as the responder for more than one cross examination period, that debater's team will forfeit the round of debate. (This is known as the Closed Cross-X rule.)

A debater may waive his or her cross-examination period. If a debater plans to waive his or her examination period, the individual must notify the judge and the timekeeper in order to ensure accurate timing procedures. The waiver of cross-examination time does not allow the three-minute period to become additional preparation or presentation time for the team that exercises the waiver.

SPEAKING ORDER

Teams are permitted to switch speaking order in the rebuttal speeches. The other team and the judge(s) must be notified before the debate of the switch in speaking order. Failure to notify, before the debate, the opposition and the judge(s) of the switch in speaking order will result in a forfeiture loss for the team switching speaking order.

USE OF CHARTS

No non-verbal communication will be acceptable in a round of debate. Charts or pictures will not have any weight as evidence in a round.

COMMUNICATION BETWEEN TEAM MEMBERS

The oral direction or prompting of a speaker's presentation by his or her partner during constructive speeches, rebuttal speeches, or cross-examination is prohibited. The intent of the prompting rule is to prohibit any exchange of information which will substantively alter or direct a speaker's argument, questions, or answers. Prompting may be either verbal or written, which does include the exchange of notes during a constructive or rebuttal speech or the cross-examination period by either the team of the questioner or the team of the respondent. Examples of prompting include, but may not be limited to: answers provided by a speaker's partner during his or her cross-examination and the verbal or non-verbal interruption of a partner's speech to edit or direct his or her argumentation. Examples of acceptable conduct by debaters that is not to be considered as prompting include: calling out the time when anyone in the room, including the judge, is visually impaired; handing a partner a piece of evidence already presented in a round; handing a partner a pen or requesting a pen; making a comment to a partner before speaking time has begun. Because there may be other practices which might be justifiably interpreted as prompting, the debater is advised to exercise caution regarding inappropriate intrusions into the debate process.

RULES OF EVIDENCE

In debate, complete source citations of evidence must be presented on request by the opposing team or judge in a round for each source used. A complete evidence citation must include the following as identified by the original source: author's name and qualifications, publication title, complete date (and date of access for a web site), and page number (or complete http address). In the event of a violation of this rule, the judge should void the effect of the evidence in question when making the decision.

The author, qualifications, and date of the source should be given the first time each citation is read in a speech.  A complete source citation, as specified above, need not be read during a speech.

Rules of Evidence Authenticity

1. Judges are prohibited from requesting and reading any piece of evidence at the end of a round unless the issue of authenticity was raised during the debate or unless the judge has substantial reason to suspect the authenticity of the evidence.

Authenticity refers to:
1. Fabrication: falsely representing a cited fact or statement of opinion as evidence; or intentional omission/addition of information within quoted material.

2. Distortion: misrepresentation of evidence or of citation which significantly alters meaning or content.

2. Debaters are responsible for the authenticity of evidence they present in rounds and shall allow the opposing team/debater to examine evidence introduced in the round. Any challenges to the authenticity of evidence must be made by the debaters during the round or at the conclusion of the second affirmative rebuttal.
3. Judges should not allow an apparent violation to enter into their decision unless the evidence is challenged by the opposing team or unless the judge has substantial reason to suspect the authenticity of the evidence.

Procedure: The judge will wait until after the debate, when all other arguments have been presented, to investigate an alleged evidence violation. In the event of an evidence challenge by the other team, the judge must be certain that the nature of the violation is clearly specified by the opposing team within the context of the debate; vague accusations do not warrant investigation. If a judge requests to see a piece of evidence, the judge must notify the debaters that the reason is a matter of a possible serious violation of ethical use of evidence.
4. If the judge decides that an authenticity challenge is legitimate:
1. In the case of fabrication, the judge shall award a loss with zero points as the penalty to the offending team and shall report the offense to the tournament manager. In the event of a judging panel, each judge will make his/her decision individually and report the offense to the tournament manager who will call a tournament jury together to review the offense; the tournament jury may then provide an opportunity for the panel to confer if necessary.
2. In the case of distortion, the judge will determine the severity of the penalty based upon the severity of the violation: the judge may void the effect of that evidence or may impose an additional penalty up to a loss with no speaker points; the severity of the penalty should be commensurate with the severity of the distortion violation. In the event of a judging panel, each judge will make his/her decision individually.

3. In the rare event of a judge-initiated authenticity challenge, which has not been introduced by the debaters in the round, the judge must submit the challenge to the tournament director for review prior to any succeeding rounds.

A false accusation of unethical conduct is considered as serious as a violation of ethics.
DELIVERY OF SPEECHES

The manner of delivery shall be such that the speech will be comprehensible to the intelligent, educated, non-debating member of the general public. Judges are to warn debaters when the delivery of their speeches is too rapid for a member of the public to follow. As a general rule of thumb, debaters should present their arguments in a manner similar to a member of Congress giving a speech in a congressional chamber.

SCORING

A judge must decide the winning team (there shall be no draws) based on evidence presented orally in the speeches of each round based on the particular paradigm appropriate to the round (best policy1, most convincing evidence2, stock issues3, etc.4) Speakers points- from 20 to 30 - are to be awarded for presentation and organization of the individual debater's speeches. An average speaker who fulfills all of his speaking obligations satisfactorily should be awarded 25 pts. More than 25 points should be used to reward exemplary debating, with 30 representing perfect speeches. Points lower than 20 are to be awarded only for exceedingly poor debating (such as 2-minute constructives), ethical violations (such as fraudulent evidence), poor sportsmanship (such as arguing with the judge), or poor delivery of speeches (such as too rapid to be intelligible). Any score below 15 must be the result of punitive action by the judge, not simply weak debating. Judges are also to rank debaters in a round from 1 to 4 (1 being the best debater). Ties in speaker's points will are allowed, but not in speaker's rank. The winning team need not necessarily have the higher speaking points.

FLOWING

All rounds of debate are open to all participants, administrators, and/or visitors. Flow sheets or written notes may be taken by any person participating in or listening to a round of debate.

JUDGES DISCRETION

Judges should use discretion in the application of these rules. Improper behavior by a contestant during a round may be disciplined at the discretion of the judge. For example, judges should evaluate prompting infractions and assign penalties reflecting how substantively the prompting directed or edited the argumentation. Penalties could include oral and/or written criticism, the assignment of lower speaker points and speaker ranks, and/or forfeiture of the round of debate by the school which commits the violation.

JUDGE BEHAVIOR

Judge behavior during a debate should be exemplary. In general, judges should not make oral comments about arguments during a round of debate. Judges must not base their decisions on their own ideas for arguments or on their own criticisms of the case, but will consider the important issues brought out and debated by contestants in the round.

RESOLVE

Vermont rules require that before a round of debate can begin in a room, the resolution must be written out so that it can be observed by all participants in the round.

Endnotes:

1. The winning side presents better (as in having greater impact), more probable, and more convincing advantages as compared to its disadvantages than does the opposing side.

2. Most convincing evidence may be used to resolve which side presents the best policy choice or stock issues arguments in the absence of a clear advantage to either side. More evidence, more recent evidence, clearer evidence, and more credible source for evidence can all be used to determine which evidence is more convincing.

3. Affirmative must present and defend a prima facie case consisting of the following on the resolution:

Harms: affirmative's plan of action must solve some difficulty in the status quo.

Inherency: the harms must be the result of some flaw in the status quo.

Solvency: the plan must be able to correct the harms.

Significance: the plan must correct severe harms or correct a large part of a major harm.

Topicality: is a jurisdictional issue that may be decided before all other issues in the round. If the affirmative team does not argue in favor of the resolution, the judge must assign victory in the round to the negative team.

Most judges make their decisions on combinations of stock issues and advantages and disadvantages that are important in a particular round.

General Rules:
·                     These general rules are valid to everyone around the area of speech competition EIA 11th.
·                     During the contest you may not smoke in the area of speech competition.
·                     Keep your manners, behave properly and keep your voice low, just talk if it’s necessary.
·                     You must turn off your cellphone or any other forms of communication tools that may disturb all the adjudicators and the participants before entering the room of speech competition.
·                     The committees are not responsible for any kind of personal belongings.

Competition Rules:
·                     The speech competition will begin after the opening ceremony.
·                     The participant must re-register themselves before going to the competition and give 3 copies of their text in the re-registration for the judges.
·                     The participant should have a participant number before going to the competition.
·                     The duration of speech is 7 minutes.
·                     The participant should come on time to the competition. If committees already call for 3 times and the participant don’t come yet, she/he will be disqualified from the competition.
·                     The participant should use the duration as good as possible because it will influence the score.
·                     And about time, in the first minute, time keeper will knock once. In the 6thminute time keeper will knock once again, twice when it’s alredy 7 minutes and knock continuously when it’s already 7 minutes 20 second.
·                     In the final round, adjudicators will ask 2 questions for each participant.
·                     The result are the adjudicators’ prerogative rights.
All participants must obey all rules to make the competition run well and the committees will take serious action for every kind of undisciplined activities.

RULES OF NEWSCASTING
v  
      GENERAL RULES :

1.      Every participant in this competition must be a senior high school student or a university student
2.      Every participant should already be re-registered before the competition starts.
3.      Every participant should be present punctually ( at least 30 minutes before the competition starts). We don’t compromise with all of the lateness. The name of the participant will only be announced 2 times and if the participant absent, he/she will be disqualified.
4.      The maximum duration of each participant performance is 5 minutes (include opening and closing sentence). Disobeyment of the duration will decrease the point. The participant should not make a mistake when they performed because the duration will keep running, we don’t compromise to start all over again.
5.      The contents and materials used in this competition originated from the committee.
6.      Every participant should make their own opening and closing sentence.
7.      The competition divided by 2 round (Preliminary Round and Final Round).
8.      5  best participants of varsities class and 5 best participants of SHS class from Preliminary Round will come in Final Round for each class.
9.      Every Participant will choose the news when the Committee already called the name of particpant.
10.  All participants should respect and appreciate every judgement from the adjudicators.

Physical Appearance
1.      Every participant has to wear formal apparel. Must using Blezer. All participants must not wear jeans in this competition.
2.      Every participant has to wear pantofel shoes.
3.      A minimal use of cosmetics is allowed for participants.

3.      Every participant will read 1 news and present weather forecast in the Final round.
4.      The minimum duration of each participant performance is 5 minutes, and maximum 8 minutes (include opening, closing sentence, and weather forecast).

RULES OF POSTERMAKING

TEMA:

SYARAT UMUM:
1. Lomba terbuka untuk peserta umum
2. Peserta atas nama perorangan dan bukan atas nama kelompok
3. Peserta wajib menggunakan nama asli, sesuai identitas resmi (Kartu Pelajar/KTP/SIM)
4. Peserta membawa alat gambar sendiri, kecuali kertas gambar A3 yang telah disediakan panitia    lomba.

PERSYARATAN LOMBA:
1. Isi poster sesuai dengan tema dan tidak mengandung unsur SARA dan pornografi
2. Tulisan atau kata-kata yang ada di dalam poster wajib menggunakan bahasa inggris
3. Poster dibuat pada kertas A3 tanpa garis tepi
4. Tidak diperkenankan adanya tempelan-tempelan kertas atau sejenisnya di dalam poster
5. Jumlah warna gambar bebas
6. Karya merupakan hasil orisinil yang dapat dipertanggungjawabkan dan belum pernah dilombakan     dan atau dipublikasikan.
7. Peserta dilarang membawa contoh gambar atau sketsa gambar
8. Jika peserta terbukti melanggar peraturan akan di diskualifikasi dan tidak diperbolehkan melanjutkan perlombaan.

RULES OF SPELLING BEE

1. This game will be played in 2 rounds, and final battle round
2. There will be preliminary game, second game, and final battle game

       In The First Round:
-          Each competitor is given papers to write the answer of spelling question
-          Each Competitor must prepare his/her own pen (no pencil)
-          Each competitor will be given 15 spelling questions
-          No reducing score if the competitor failed to answer the question
-          No repetition neither in asking question nor answering
-          Adjudicator will give spelling question to the competitors
-          Each competitor will have 30 seconds to write down the answer in a piece of paper of the question given
-          The Timer will push the bell as a sign that the next question can be given and also means each competitor must stop writing the answer of previous question
-          The Right answer will get 1 points and no reducing score for wrong answer
-          At the end of 15 spelling question, adjudicator will check the answer of competitor by giving sign (  √   ) for the right answer and (  x    ) for the wrong one.
-          Adjudicator will give the result of their examination to the committee for further process.
-          Competitors wait outside the battle room

         In The Second Round
-          In the third round there will be 11 spelling questions
-          Each question will be pinched away, when she/he failed to do, the other competitors can answer it.
-          Each question will be spell just in time and no repetition neither in asking question nor answering
-          The Right Answer will get 3 points, and the wrong answer will get (-1)

        In The Final Battle Game
-          Each competitor will choose one from three envelopes served by the committee. Each of them contain of number.
-          Adjudicator will give 5 questions based on the number has been chosen by the competitors
-          If the competitor could not make it, those five spelling question can be answer by the other competitors.
-          Each question will be spell just in time and no repetition neither in asking question nor answering
-          After answering those five questions, adjudicator will give additional ten question to be pinch among three competitors.
-          The Right Answer will get 3, and the wrong answer will get (-1)


  1. Competitor is permitted to answer when already push the bell and after   submitted by the adjudicator.
  2. No help out from other sides. If caught by the committee, automatically will be disqualified from the competition.
  3. Committee’s decision is final and trust out.

PERATURAN DAN MEKANISME PERLOMBAAN SPELLING BEE
EEC In Action XI

1.      Pertandingan ini terdiri dari 2 babak dan 1 babak final.
2.      Terdiri dari babak penyisihan, babak kedua , dan babak final.

Pada Babak Pertama (Penyisihan)
Ø  Masing-masing peserta diberikan selembar kertas untuk menuliskan jawaban dari pertanyaan yang diberikan oleh juri.
Ø  Setiap peserta wajib menyiapkan alat tulisnya sendiri, yaitu satu buah pena (tidak diperkenankan menggunakan pensil).
Ø  Setiap peserta diberikan 15 pertanyaan.
Ø  Tidak ada pengurangan nilai jika peserta salah/gagal menjawab pertanyaan.
Ø  Tidak ada pengulangan baik untuk pertanyaan maupun jawaban.
Ø  Juri akan membacakan pertanyaan untuk peserta.
Ø  Setiap peserta diberikan waktu 30 detik untuk menulis jawabannya di kertas yang telah disediakan oleh panitia.
Ø  Timer akan menekan bel sebanyak satu kali sebagai tanda bahwa waktu untuk menjawab pertanyaan telah habis dan disusul dengan soal berikutnya, dengan demikian setiap peserta wajib berhenti menulis jawaban.
Ø  Jawaban yang benar akan mendapatkan 1 poin dan tidak ada pengurangan nilai untuk jawaban salah.
Ø  Setelah semua soal dibacakan (yaitu sebanyak 15 soal), timer akan menekan bel sebanyak tiga kali sebagai tanda bahwa peserta harus babak penyisihan telah selesai.
Ø  Juri akan mengoreksi jawaban peserta dengan memberi tanda (√) untuk jawaban benar dan (Χ) untuk jawaban salah.
Ø  Juri akan memberikan hasil pemeriksaan kepada panitia untuk proses selanjutnya.
Ø  Selama pemeriksaan jawaban, peserta diwajibkan keluar ruangan.
Ø  Pada babak ini di ambil 9 besar

Pada Babak Kedua (Babak Rebutan)
Ø  Pada babak ini, peserta akan diberikan 11 pertanyaan.
Ø  Jika peserta tidak dapat menjawab, peserta lain diperkenankan menjawab pertanyaan tersebut dengan menekan bel (dapat direbut oleh peserta lain).
Ø  Setiap pertanyaan langsung dijawab dan tidak ada pengulangan baik pertanyaan maupun jawaban.
Ø  Jawaban yang benar akan mendapatkan 3 poin dan untuk jawaban salah diberikan pengurangan nilai 1 (-1) poin.
Ø  Pada babak ini diambil 3 besar.

Babak Final
Ø  Tiap peserta akan memilih salah satu dari amplop yang diberikan peserta yang berisi nomor tertentu.
Ø  Juri akan memberikan 5 pertanyaan berdasarkan nomor yang telah dipilih oleh peserta.
Ø  Jika peserta tidak dapat menjawab, peserta lain diperkenankan menjawab pertanyaan tersebut dengan menekan bel (dapat direbut oleh peserta lain).
Ø  Jawaban yang benar akan mendapatkan 3 poin dan untuk jawaban salah diberikan pengurangan nilai 1 (-1) poin.
Ø  Setelah mendapatkan lima pertanyaan maka juri akan memberikan 10 pertanyaan yang akan direbutkan oleh ketiga peserta.
Ø  Juara 1, 2, dan 3 ditentukan oleh besarnya score yang diperoleh pada babak ini.

3.      Peserta diperkenankan menjawab pertanyaan ketika menekan bel dan setelah dipersilahkan oleh juri.
4.      Tidak ada bantuan dari pihak lain. Jika diketahui oleh panitia, maka peserta akan didiskualifikasi dari perlombaan pada saat itu juga.
5.      Keputusan juri mutlak dan tidak dapat diganggu gugat.

Rules of Story Telling

I.Before the competition

Ø  The participants are classified in 2 categories: Senior High School and Junior High School.
Ø  The participants must re-register themselves before going to the competition.
Ø  The themes of story should have showed are popular story like a Fairy tale, Legend, or Fable from INDONESIA  (the story don’t content of SARA or pornography unsure).
Ø  The participants should have make text of story in 3 copies.
Ø  The participants have to prepare the own properties that needed.
Ø  Keep your manners, behave properly and keep your voice low, just talk if it’s necessary.
Ø  You must turn off your cell phone or any other forms of communication tools that may disturb all the adjudicators and the participants before entering the room of story telling competition.


II.During the competition

Ø  The participants submit the texts of story in 3 copies.
Ø  The participants should have a participants number before going to the competition.
Ø  The participants should come on time to the competition. If committees already call for 3 times and the participants don’t come yet, she/he will be disqualified from the competition.
Ø  The participants are forbidden to bring the text of story.
Ø  About the time, time available on 10 minutes, including prepared the properties, opening/introduction ,story telling ,and closing . In the 5 minutes, time keeper will show assign, when already 9 minutes show a sign again. If the time is up, host will stop you.
Ø  The adjudicators’ decisions are prerogative rights.

Rules of Scrabble


SCRABBLE RULES

Format of the competition
This scrabble competition will use a round-robin or knock-out match system. Each team will only play once against each rival.

Participant
This is also general for everyone who is interested in taking a part in our scrabble competition. Everyone is invited and we don't give any limitation for each institution. The quota is 64 teams.
SCRABBLE GENERAL RULES
  1. The players of scrabble consist of two groups; each group consists of two members.
  2. The players from the same group will sit face to face.
  3. Players must show their identity tag given by the EEC committee when entering the competition room.
  4. There should be no communication in any form between the players and/or to the spectators during the match. Communication can be made only to the regulator(s) or Committee.
  5. During the game, players are not allowed to:
• Open any kind of dictionaries, books or other reading materials.
• Distract other player’s attention in any way.
• Leave the location of the game by any cause, unless permitted by the regulator
6. After the game, all players must sign the score sheet, as to agree the final score. Once the score sheet is signed, no objection can be made.

 7.  Tolerance of lateness for the competing group is 10 minutes starting from the scheduled time.
 8.  Margin/Spread is difference/gap score between winner team and defeated team. So if the winner team gets 300 points, and defeated team gets 200 points, the winner team will get plus 100 margins, defeated team gets minus 100 margins.
 9.  Maximum margin in one match is 300. If there is a game which has margin over 300, it will still be counted as 300. This is to avoid an unfair set-up match.
10. The Committee reserves the rights to disqualify a group who refused to be subjected to the regulations of the game.
11. The Committee has full authority with regard to the interpretation and modification, if necessary of these rules, or if not stated in constitution. The decision of the Committee with respect to these rules will be final and binding.
